The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Considerable effort is expended on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a incoming threat. This was a sophisticated defense system at work, presumably provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't strike its target this time, sparing the city from ruin and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's vital need on Western support – a need that regional partners are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a entire defensive failure until circumstances change in its favour.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
